Foreign Language Proficiency Bonus: DLPT Scores & Rates

Foreign Language Proficiency Bonus (FLPB) pays eligible service members for certified skill in a language or dialect their service designates as critical. Passing a Defense Language Proficiency Test does not automatically guarantee payment: your service, career field, language, required modalities, current strategic-language list and certification status all matter.

This guide explains the DoD framework, how DLPT and OPI scores affect the calculation, and what to verify with your command or finance office before estimating a payment.

FLPB eligibility requirements

Under DoD Instruction 1340.27, a service secretary may pay FLPB when a member:

• is entitled to qualifying military pay or compensation;
• maintains certified proficiency in a language or dialect designated as a critical skill;
• uses a DoD-approved test, normally part of the Defense Language Proficiency testing system; and
• satisfies the service’s career-field, language-list, modality and administrative requirements.

DoD policy identifies language-professional specialties, qualifying special-operations requirements and certain required speaking skills as “must-pay” situations at specified proficiency levels. Other combinations are “may-pay,” which means a qualifying score can still produce no payment if it falls outside the service’s current policy.

DLPT, OPI and ILR scores

FLPB calculations use Interagency Language Roundtable proficiency levels. The common tested modalities are:

• Listening (L)
• Reading (R)
• Speaking (S), normally measured through an Oral Proficiency Interview

Writing is not part of the DoD FLPB calculation table. A member can have different scores in each modality—for example, L2+/R3—and the service calculates only the modalities authorized for that member’s duties and language.

DoD monthly rate framework

The 2022 DoD instruction established the following per-modality framework. Amounts with multiple choices are discretionary “may-pay” amounts; one fixed amount generally represents a “must-pay” calculation when all other requirements are satisfied.

These numbers are a framework, not a promise that every member receives every listed modality. Your service decides which languages, dialects, specialties and modalities it will pay under its implementing rules.

The Army Human Resources Command FLPB page, for example, points Soldiers to AR 11-6 and says eligibility starts when a Soldier passes the approved test under the Army’s rules. Other services maintain their own implementing instructions.

Why the statutory maximum is not your expected payment

37 U.S.C. § 353 now allows a proficiency bonus of up to $55,000 for a 12-month certification period. That is a legal ceiling, not a universal FLPB rate.

The current DoD instruction and service payment systems use more specific modality tables and service rules. Do not multiply every language and score up to the statutory ceiling or assume a large lump sum is authorized. Your signed agreement and service finance determination control the actual amount.

How long certification lasts

FLPB proficiency normally requires annual certification. DoD policy generally makes the certification period expire one year from the first day of the first month beginning on or after the certification date.

Services may extend certain higher-level certifications or approve limited exceptions, but members should not assume an expired DLPT or OPI remains payable. Retesting, recertification and administrative processing deadlines can affect the start or continuation of pay.

Example calculations

These examples illustrate the DoD table only. They do not establish entitlement.

L2+/R2+ in two required modalities

If listening and reading are both required and payable, the framework assigns $200 to each modality:

$200 listening + $200 reading = $400 per month

L3/R3 in two required modalities

If both modalities qualify:

$300 listening + $300 reading = $600 per month

L2/R2 in a may-pay situation

The service can select $0, $50 or $100 for each modality under the DoD framework. A passing 2/2 score therefore does not by itself prove that a member will receive $200 monthly.

How to verify your FLPB

Before relying on an estimate, confirm:

1. Your language or dialect appears on the current list applicable to your service and specialty.
2. Your required listening, reading and speaking modalities are documented.
3. Your DLPT or OPI certification remains current.
4. Your personnel record reflects the correct score and certification date.
5. Your written agreement and finance transaction show the approved rate and effective period.
6. Your LES includes the expected FLPB entry after processing.

If the payment is missing, start with your unit language program manager or personnel office and then the supporting finance office. Bring the score report, orders or duty documentation, service policy and signed agreement rather than relying on an online calculator.

Bottom line

FLPB is based on much more than a DLPT score. The DoD table provides a common framework, but service-specific language priorities, career requirements, modalities, annual certification and discretionary “may-pay” rules determine the actual bonus. Treat any estimate as provisional until your service documents the entitlement.
